MCP recently partnered with NHMF NPC Frameworx on the procurement of a responsive repairs and voids support contract with local Housing Association bpha, and were impressed with how easy the process was.
NPC Frameworx, established in 2022 in partnership with the National Housing Maintenance Forum, is the only social housing procurement solution aligned with the M3NHF Schedule of Rates. Operating as a not-for-profit organisation, Frameworx offers procurement through either Direct Award or Mini-Competition. Currently, there are 10 agreements in place, covering areas such as Planned and Responsive Maintenance, Consultancy Services, Materials Supply, Heating Services, Disability Adaptation, and Communal Mechanical and Electrical services, with more opportunities coming online this year.
The Works
MCP’s agreement with bhpa was procured under the NHMF Responsive Maintenance and Void Property Works, using the M3NHF Schedule of Rates Version 7.2. With a proven track-record in providing and maintaining safe, sustainable and affordable homes for local people, it was important for MCP to demonstrate how they would support bhpa’s DLO to deliver responsive repairs and voids. The project also included managing their Out of Hours call centre service as well as additional call centre support for bhpa’s company events and meetings.
Flexibility and Expertise
Rosie Hughes, MCP Business Development & Relationship Manager comments: “As a support contract, we chose to procure through Frameworx due to the flexibility they offered to undertake a direct award quickly, which was a key factor in the decision-making process.
“Working with Frameworx was very straightforward, and our procurement team had direct access to David Miller (Frameworx Director), who facilitated every stage of the submission. Whilst we had not worked with bpha before, we were fortunate to have pre-existing relationships with a number of their team members, so we were looking for an experienced, hands-on procurement partner to ensure we delivered an attractive bid, that was on time and on budget.
Clarity and Value
David Miller, Frameworx Director comments: “One of our key aims has always been to simplify the procurement process and make it more accessible for procurement managers to access the information they need. We were delighted to hear that MCP found the Frameworx approach so straightforward and easy to manage. We look forward to working with the team again in the future.”
Rosie Hughes continues: “The contract is clear, concise and written in plain English, and the direct award options are flexible, compliant and time efficient. In addition, the 1.5 % fee made this a very competitive offering for the business, allowing us to add value to the client across responsive maintenance and voids property works.
Brett Collins from bpha comments: “Utilising the Frameworx contract was fast, efficient and straightforward. The team at Frameworx are highly experienced and knowledgeable. Aligning with this framework provided an excellent solution for our needs, whilst also maintaining procurement compliance.”
David Miller concludes:” With £300 million of business procured since we launched in January 2022, Frameworx gives members access to the UK’s leading service providers like MCP, who share a common goal: to deliver better homes and communities. This project exemplifies how Frameworx actively supports service providers in strengthening client relationships, ultimately leading to better outcomes for residents.”
